New kegs are passivated, not sanitized. Passivation treats the stainless steel so a stable chromium-oxide layer forms and protects the metal from corrosion. It does not remove manufacturing oils, polishing compound, dust, or anything picked up in shipping and storage, and it is not a food-contact sanitizing step.
Before the first fill, run a full wash, rinse and sanitize cycle. Wash to remove residues, then sanitize so the keg is ready for beverage contact. Rinsing alone is not enough, and sanitizing a keg that has not been washed can leave soils under the sanitizer.
After that first cycle, normal clean-and-sanitize practice between fills is all that is needed.
